Michael Jackson: Michael's experience spans nearly two decades in accounting, finance, business valuation and public administration. Michael is one of less than 200 Certified Fraud Examiners in Virginia.
While serving as the Senior Fiscal Budget Analyst for Richmond City Council, Michael wrote all fiscal impact statements for legislation introduced by City Council members and presided over the Capital Improvement Plan budgeting process.
While serving as the Assistant Chief Administrative officer for the city of Richmond, Michael gained formal training and practical experience in economic development, procurement, human resources and public administration.
Michael also served on the Richmond City Planning Commission and the Richmond Port Authority.
Michael Jackson: Governor Bob McDonnell announced a $403 million dollar budget surplus on Fox News, just days before I announced my candidacy for school board on August 30th. Regardless of what you may think of the accounting maneuvers taken to reach this $403 million budget surplus, what is arguably the greater issue is that less than 5% of this manufactured $403 million budget surplus is committed to education.
The Governor was quoted saying, "I think most people would say education, public safety and transportation are core functions of government, and to the degree there are discretionary funds available, that should be a priority." $403 million budget surplus and only 18.7 million (4.64 %) allocated for the education of our children in preparation for their future roles in American society. All Americans must become as serious about education, as the need for a proper and thorough education is for our country’s and our children’s futures.
Education is not a “luxury we can’t afford.” Education is a constant essential for any degree of personal accomplishment, public contribution or professional success. Why is it then, that the first thing to be slashed when government brandishes its budgetary scissors, is the education of our children. Why do our elected officials so consistently underestimate the importance of an educated society in an ever increasing competitive world? Why are our children’s minds always last on our list of priorities and first on the cutting board?
Simply put, the only responsible position for any school board member is to use every opportunity to truly represent our children, and our nation’s future through our children, by strongly speaking up in the defense of moneys needed to guarantee their educational viability in this new and unstable world.
Clearly the choice is ours, we either accept the financial responsibility of our present, or we sacrifice the future financial stability of our teachers and students.
Difficult and unpleasant though it is, all of us need to be clear and honest with each other about our new financial reality, so it falls once again to our educators to help our school system in the development of a reasonable and responsible budget that reflects this new reality. Then in a transparent process, the board of supervisors needs to work with the school board and school principals to equitably distribute the components of this new visionary budget.
How can we expect students to excel if we do not support them by supporting our educators by requiring at least three commitments from ourselves and our government: firmly request that our governor and general assembly commit $201.5 million (50 percent) of the budget surplus to education; let us do the right thing and petition on behalf of our Chesterfield County Public Schools for the funding for a reasonable salary increase for teachers; show our active support for the American Jobs Act that commits $35 billion to education
