Take advantage of lower construction costs due to the economy for general maintenance and capital projects by rescheduling if necessary; do energy efficiency inspections of all county owned buildings; continue to shift the number of children in higher cost congregate care into in-home care when it benefits the child; examine the organizational structure of both county and school administration for potential reorganization and/or downsizing opportunities created by attrition; look into the possibility of regional bulk purchase agreements with other counties to reduce costs for items like paper and cartridges, etc.
2. Continue to develop guidelines for the village of Mechanicsville Small Area Plan to help benefit those businesses interested in expanding or improving their property in order to remain in their present location and continue to do business. Visit local business owners to discuss ways the county could make it easier for them to do business here so they can expand and hire more employees.
3. As the economy recovers, it will be more important than ever for Hanover to be ready for economic development. We should review our Comprehensive Plan to make sure it reflects the patterns of growth our infrastructure can withstand. We also need to review all potential commercial development areas to make sure they are ready to receive the types of new businesses that will be looking to locate in our area.
Deborah B. "Debbie" Winans: I have four years experience in this position and am the current board Chairman. I've completed the Virginia Association of Counties Certified County Supervisors program. I grew up in Mechanicsville, attended Hanover County Public Schools and have been involved in many local organizations such as the PTA and the Historical Society.
Deborah B. "Debbie" Winans: During my term in office I voted to cut the county budget for the first time in the history of Hanover County - instead of raising taxes. I believe government should operate as effectively and efficiently as possible while providing residents with necessary vital services.
Deborah B. "Debbie" Winans: Yes, following are just a few things. I'm currently working on a plan to implement a statewide system of partnered localities located in different geographical regions of the state who would be trained to answer overflow 911 calls in the event of a disaster. I'm continuing to work on the village of Mechanicsville Small Area Plan and streetscape project to help keep the area viable and keep jobs here in Mechanicsville. I'd like to find ways to bring more historic tourism dollars to our area by having more things for people to do here in Hanover like the Parsons' Cause living history re-enactment - look for another program at the old courthouse being planned next summer. I've talked with our school superintendent about the possibility of having an IEP (Individual Education Plan) for every student, not just advanced and special education students, so each student can have a plan for their future.
W. Canova Peterson IV: Curbing excessive growth of government

Insisting on clear and fiscally responsible budgeting
W. Canova Peterson IV: Government should be right sized through attrition to the extent possible and by eliminating unnecessary tasks.
All taxes should be openly noted and not just the real estate tax rate. I think the use proffers should be reconsidered as they artificially inflate assessment values and increase taxes.
Budgeting should be on a zero base approach with budgets of all departments being justified annually based on goals and objectives rather than on what that had in the past.
W. Canova Peterson IV: I have 32 years experience in working with the many departments of our County government and know the regulations and policies as well as many of the staff members.
As an Architect, I have been trained as a problem solver. Every project requires close attention to coordinating often differing demands into a unified and affordable solution. I intend to employ these same skills for the benefit of the County.
W. Canova Peterson IV: We have enough taxes and we are spending too much.
W. Canova Peterson IV: I think it is time for our elected officials to stand up and take on the supervisory role for which they have been elected rather than being an advisory board for staff.
