John E. Gordon Jr.: 1. Continuous Improvement - The citizens of Hanover expect and deserve a superior quality of life. Along with my Board colleagues, I have worked hard to enhance our schools, parks, libraries, police, fire, and EMS services. We have maximized services at a minimum cost – maintaining AAA bond ratings and the lowest tax rates in the region. We have been successful because we are committed to continuous improvement. I believe our record, and especially our performance in this trying economic climate, proves this commitment. I am always looking for ways to make Hanover County better by creating cost efficiencies and working smarter.
2. New Businesses and Jobs - Hanover County is well positioned to attract small businesses as well as Fortune 500 companies to our designated business areas. We are ideally located for attracting destination commerce. Lakeridge Parkway development, Bass Pro Shops and the soon to arrive Outlet Center chose the South Anna District of Hanover because of our location. Hanover has also identified over 4000 acres of interstate-accessible land for business park development. We are ready for the future, and are bringing utilities to these areas. This effort will bring new businesses and new jobs to the appropriate areas in Hanover. In addition, we continue to refine and enhance our Economic Development Strategic Plan to ensure we are doing everything possible to grow our existing businesses. I will continue to be a leader in this effort.
3. Rural Character – I am committed to preserving Hanover’s rural integrity. I have worked with the Board to create a Comprehensive Plan for Hanover’s future that not only protects the rural character of the South Anna District and recognizes the individual rights of property owners, but also allows for positive, thoughtful growth. In response to the citizens’ desires to preserve Hanover’s historic and rural areas, I created the Rural Conservation (RC) zoning district designation. I was the first to listen to citizens’ needs and implement small area plans. I encouraged citizen participation while working on the Elmont Small Area Plan and the Route 33/Hylas Business Park Small Area Plan – both of which are successful and have been embraced by their communities. I encourage all citizens to be active participants in revising the Comprehensive Plan and developing new small area plans.
John E. Gordon Jr.: AMy record shows a lifetime of community service. Public service has always been my calling. Public service is who I am.
As a teenager, I was one of thirteen who stepped forward to begin the implementation of school desegregation. As a soldier, I proudly represented Hanover as an Infantryman in Vietnam. As a young father, I participated in my children’s education and coached scores of young folks in youth league programs. At age 30, I became one of the youngest to serve on the Hanover School Board and served there for 15 years. Most recently, I have served 16 years on the Hanover Board of Supervisors. My peers repeatedly endorsed my leadership qualities by electing me vice-chair or chairman 15 of the 30 years served.
I believe the most important quality of a public servant is his or her ability to connect with the people of his or her district. This is my home. The people of South Anna are my family. It has been an honor to work for all the people of the South Anna District – not just special interests. I take this responsibility seriously and I want to continue to be South Anna’s voice.
John E. Gordon Jr.: I define the Hanover Standard as achieving the very maximum level of quality community and governmental services within the constraints of available financial resources. The Board of Supervisors has made a commitment not to raise taxes in Hanover County for the next five years. As chair of the Finance Committee, I support that commitment. I am proud that Hanover has continued to provide top-notch services without raising taxes.
In the current economic climate, it is critical that the Board should offer relief where and whenever possible. I have worked diligently to create cost efficiencies for the citizens. In 2011, I proposed and the Board adopted the elimination of the county sticker fee. I am and will continue to be actively committed to identifying additional opportunities for tax relief as the recovery progresses.
