Patricia S. "Pat" O'Bannon: The top three challenges for my district are: 1) keeping taxes low, while maintaining county services; 2) keeping small businesses successful in our area; 3) maintaining our excellent county workforce.
Patricia S. "Pat" O'Bannon: To address these challenges, the tax rate should remain low and the budget should be balanced. The county will need to cut costs first. When taxes are low and "red tape" is at a minimum, business is attracted to the area. A lower tax rate means more dollars collected. While this is counter-intuitive, it works.
Patricia S. "Pat" O'Bannon: I have experience with professional fundraising for non-profits. A fundraiser for a non-profit must make big things happen on a shoestring budget. In addition, I have taken courses as a Certified Planning Commissioner, courses in government economics, and I have experience in dispute resolution.
Patricia S. "Pat" O'Bannon: I am a fiscal conservative. Taxes should remain low. As far as spending, there must be enough to maintain Henrico's excellent public safety services, public schools, roads, water and sewer services, jails, courtrooms, etc. My policy is to maintain our triple, triple-A bond rating. When the federal government lost their credit rating, Henrico re-presented our case to the rating agencies. Unlike the federal government, Henrico continues to have the highest credit rating available. I plan to work hard to keep it that way.
Patricia S. "Pat" O'Bannon: Yes. With Henrico's 400th Commemoration, the county has worked on a new tourism initiative. We expect to increase our sports tourism, shopping tourism and historic site tourism. People from other areas will come to Henrico to go shopping, stay in a hotel, eat in a restaurant and visit with their (local) families. This would me more tax revenue from people from outside the county.
